This information is a couple years old but the rules are still the same. President Trump declined the presidential salary so his "wages" are zero.

In the case of the Charlotte trip, which was a campaign only flight, the law requires the Clinton campaign to reimburse the government the cost of leasing a similar plane. Since you can’t lease a VC25, they will be charged the cost of leasing a 747, which is about $22,000 per flight hour. DC to Charlotte is about an hour and a half, so call it $70,000.

Air Force One costs $206,000 an hour to operate. That number assumes the plane is a VC25 (Air Force One is actually whatever plane the President happens to be on). Assuming that number includes all of the security involved, about $600,000 for this trip.

So Hillary’s campaign picked up about 12% of the cost of the plane ride. All other expenses were paid for by the taxpayers.

 

When the President uses Air Force One for political trips, he or his party pay an amount equal to a commercial ticket for the same route, if it is known. He would also pay for food, lodging and other costs during the trip. In this case, either the Democratic Party or Sec. Clinton’s campaign will be paying these costs.

Incidentally, if the passenger is a reporter, they or their company will be billed for the flight as would any passenger on a similar (non-AFO) flight. [1]

However, this does not cover the full cost of operating Air Force One or the President’s communication, security and support personnel. Most of those costs are not dependent on whether the President is traveling or not, and so are not charged to him. These costs and the remaining cost of the plane (such as fuel) are paid by the taxpayer.

He is allowed to use Air Force One for political and personal trips because a) that is the way the relevant law is written, and b) the law was written that way because the President essentially carries the White House with him in miniature wherever he goes, so that he is never out of communication in the event of a crisis, so commercial flights are out of the question.

Our Governor had visions of grandeur and thought he was a legend in his own mind with his short lived and failed run for POTUS! What an arrogant asshole! He'll be lucky, if the polls are correct, if he wins a 3rd term as governor.
