They're going for the 'annoying jingle' technique. And it's working. As much as this commercial makes me want to rip my hair out, the jingle is stuck in my head throughout the entire day.

I try to imagine what kind of stage direction these people are giving these actors -- "act like you are ridiculously happy about surfing the Internet"? "act like you are clinically insane"? who knows. As annoying as this commercial is, I get a kick out of watching grown men bop around awkwardly with huge smiles on their faces.
