ErmmYea, that's right, Jose - hold up that picture of your wife and kid and tell the world, "...ecpi was the BEST decision I ever made!". Certainly the biatch with brat understand you doing and saying this, eh? They are the result of a weed-'n-beer enhanced misgiving. 
Us menfolk understand perfectly - it only takes one youthful, horny night and the next thing ya know, ya got a lifeleech and a spermmistake (or maybe a few)...at least you graduated from 'Matchbook U'.

Does "epci" mean anything or are they just making up names for universities now!?

Yup...I agree with you all the way up to "University??? What a joke.". For those they DO get involved, any education or possible positive deviation from their daily existence just has to be a good move. And for SOME, it may present enough of a challenge that it MUST just be college, doncha know! 
And I know the Norfolk area very well - even to this day (Cry).

Really, PaW? I was in the area a few years ago and was stunned at the changes.

Ocean View? Pretty much cleaned up.
All the nasty, dirty sailor bars (read: the fun ones) in downtown Portsmouth: gone. And Portsmouth is even LESS of a place that you want to be when the sun goes down.
The old Ward's Corner area, with its all night grocery, etc? Cleaned up. Ghent? Yuppified....

You can clean up a toilet only so much - but it will always be a toilet and it will always be used.
I avoid all the places you mentioned (of course, they remain quite a ride to get to, but they aren't too far off).
George Washington, near the base? same old stuff.
Elm/Lincoln (or anywhere else in Portsmouth)? same old stuff.
Yea...I'm a lot closer to the border and stuffed away out in the wilderness between VA and NC

'Matchbook U' is much easier to type than 'Prestigious Non-Accredited University'. I love it!

If places like this are like decent tech schools, I forgive the exaggeration.

But not for the many diploma mills in strip malls that I know have sprung up only because the Federal loan programs guarantee a steady stream of overpaying customers.

That's the next bubble that the taxpayers are on the hook for.
